They're on sale now, and it can be nice to have some more tilesets to work with, so you might as well go ahead and grab some stuff while you can get it for cheap. Unlike what other people are suggesting, I don't really see a good reason why you should wait on buying some DLCS. I'd say that at least half of my DLCs are that way. I bought that set on Steam, as a RPG Maker MZ DLC, but as you can see, it comes with explicit permission to use it in any engine I want.

You may use this DLC in any game development engine you wish. This is an open license and use of this DLC is not restricted to RPG Maker or any other engines published by Degica Co., LTD. The resources in FSM: Castle and Town Tiles are created for use in game development only. You just gotta check it out and see what it says.

Most DLCs you buy will have a EULA in either a text file or a pdf inside the install folder. It just depends on what the license says, which isn't generally related to whether or not the product was purchased on Steam. You know that buying them on Steam doesn't necessarily limit you to only being able to use the assets in RPG Maker, right? You do have to own that version of RPG Maker in order to actually download the DLC, but you aren't necessarily restricted in its use. I get most of my assets on itch.io these days, just in case I ever want to change engines or reuse them in a non-RPG Maker project in the future.
